The administration of Uttar Pradesh has set out to make the state a national leader in the field of electric cars (EVs). According to a statement, the Yogi Adityanath government’s EV strategy focuses not only on stimulating the manufacturing of EVs but also on making substantial efforts to offer sufficient charging facilities to citizens.

The Yogi government has entrusted the urban development department with the responsibility of establishing EV charging stations in accordance with the policy’s provisions, while the department has begun the process of extending the Comprehensive Electric Mobility Plan (CEMP) to 17 cities with municipal corporations as soon as possible under the Smart City Mission, as well as meeting service providers’ land requirements for charging facilities.

It further stated that a working group has been formed under the guidance of the Urban Development Department to expedite the development of charging infrastructure. According to Amrit Abhijat, Principal Secretary of, the Urban Development Department, action will be done in accordance with the rules for charging stations approved by the nodal organization Invest UP under the EV policy. According to the EV policy, government entities will be able to lease land for a term of ten years in order to set up charging stations.

“The revenue sharing model prescribed as per the norms of the ministry of power will be the basis for the creation of charging infrastructure. The lease period, revenue sharing rate, and other prescribed parameters will be updated from time to time,” the statement said.

Similarly, the site will be leased to private entities for a term of ten years for the purpose of establishing charging stations under an equitable revenue-sharing scheme. The institutions will be chosen based on the minimum service fee indicated by a firm in tender application forms, which will act as the bidding parameter, requiring consumers to pay the minimal charging cost.

The private entities will be expected to follow other recommendations issued from time to time by the ministries of power and housing and urban affairs, according to the statement. The state government is working with NITI Aayog and the Asian Development Bank to develop Lucknow’s Comprehensive Electric Mobility Plan (CEMP).

This strategy will be implemented as quickly as feasible in all 17 municipal corporation cities chosen for the Smart City Mission and will be expanded to other cities in the future. While changing the transportation system, strategic paths for the construction of charging stations will be identified. Simultaneously, through this strategy, local governments and other government organizations will be able to quickly designate locations and land parcels for the development of charging infrastructure. CEMP will also create a platform that will provide all necessary information about EV adoption, such as charging station locations, green routes, and so on, in all cities. The statement went on to say that it might be combined with the PM Gati Shakti Yojana in the future.

The urban development department has organized a working group to expedite the building of charging infrastructure in accordance with the UP Electric Vehicle Manufacturing and Mobility Policy. This working group will oversee the smooth implementation of model bylaws, a regulatory strategy, and the development of charging/swapping facilities in the state. The head of the board will be the extra chief secretary/principal secretary of the Urban Development Department, according to the announcement.
