Arunachal Pradesh EV Policy 2026: Draft Status, Incentives & Charging

Arunachal Pradesh is the exception in this Northeast policy series: the State has an EV policy document, but it is still classified as a draft, not a notified policy. So the right 2026 page is not a subsidy guide pretending those numbers are live. It is a clear separation between what the 2021 draft proposed and what actually exists on the ground today.

Policy overview

The Bureau of Energy Efficiency currently lists the Arunachal Pradesh Electric Vehicle Policy 2021 under Draft EV Policies. It is not included in BEE's notified-policy list. That distinction changes how every incentive on this page must be read.

Draft buyer incentivesYes, proposed
Draft charging incentivesYes, proposed

How to read this page

  • Draft proposal means the benefit appeared in the policy draft or policy matrices
  • Current 2026 fact means it is supported by current government or implementation data
  • No draft incentive is presented as money a buyer can automatically claim
  • Central EV schemes continue to operate separately from the absence of a notified state policy
  • The biggest current state-level gap is not policy ambition but formal notification and implementation
02

The 2026 reality check

Five years after the draft appeared, Arunachal Pradesh still sits in BEE's draft-policy bucket. Yet charging infrastructure has moved ahead anyway, showing that EV ecosystem development does not stop simply because a state policy remains unfinished.

Current infrastructure
55OMC EVPCS installed over previous five years
46OMC EVPCS operational — 1 Mar 2026
83.6%Operational / installed ratio

The 83.6% figure is calculated from the OMC dataset and does not represent every private or captive charger in the state.

The policy gap

  • Draft incentives exist on paper but do not equal a notified subsidy programme
  • Businesses cannot build a bankable investment case around draft capital subsidies alone
  • Buyers need current RTO and dealer confirmation rather than relying on 2021 draft figures
  • Arunachal's terrain makes charging and service availability more important than a headline purchase subsidy
03

Electric two-wheelers (E2W)

The 2021 draft proposed a comparatively strong E2W incentive, but it remains exactly that: a proposal.

Do not quote ₹30,000 to a buyer as an available Arunachal Pradesh subsidy without a separate current government order confirming implementation.

Electric three-wheelers (E3W)

The draft also proposed targeted support for a very small first batch of electric three-wheelers.

05

Electric four-wheelers (E4W)

On paper, the draft E4W incentive is eye-catching: up to ₹2 lakh. In practice, that number should be treated as historical draft architecture, not a live 2026 benefit.

  • Private electric cars do not receive a PM E-DRIVE purchase subsidy, so a notified state benefit would matter materially if Arunachal eventually formalises one
  • Until that happens, the draft ₹2 lakh figure should not be used in an on-road savings calculation
06

Electric light commercial vehicles (eLCV)

A dedicated, currently verified Arunachal Pradesh eLCV state incentive was not identified. For commercial vehicles, central schemes and operating economics are therefore more relevant than the old draft policy.

07

Electric buses (eBus)

The public material used for this page does not support a current Arunachal Pradesh state eBus purchase subsidy. Bus electrification should therefore be read through central procurement schemes, depot charging and route suitability.

Charging infrastructure

Charging is where Arunachal Pradesh has moved beyond the policy draft. A real public network exists, even though the draft's state capital-subsidy programme is not something operators should assume is currently claimable.

These are OMC-reported stations. The figure should not be treated as a full census of every private, captive or government charger in Arunachal Pradesh.

What actually applies in 2026

Arunachal Pradesh still has an EV ecosystem, just not a notified dedicated state EV policy. For a buyer or investor, that means the decision stack needs to be built differently.

For vehicle buyers

  • Do not treat the 2021 draft subsidy table as an automatic discount
  • Check current central incentives for the exact vehicle category
  • Confirm RTO-level tax and registration treatment before purchase
  • Ask the dealer to show the specific government order behind any claimed state benefit

For charging operators

  • Do not build project economics around the draft 25% capex subsidy without a live sanction mechanism
  • Use central charging schemes and current electricity rules as the primary regulatory base
  • Route selection matters enormously because settlement density is low and distances are long
  • Tourism, government fleets and highway corridors may produce better utilisation than purely urban retail charging
10

Policy timeline

The timeline is defined less by policy amendments and more by the absence of formal notification.

Frequently asked questions

Arunachal Pradesh has an EV policy document, but the Bureau of Energy Efficiency still classifies the Arunachal Pradesh Electric Vehicle Policy 2021 as a draft. A notified dedicated state EV policy was not found in the current official directory.

The ₹30,000 figure comes from the 2021 draft policy proposal: ₹10,000 per kWh, capped at ₹30,000 for the first 100 E2Ws. Because the policy remains draft, this should not be treated as a currently claimable state subsidy without a separate implementing government order.

Yes. Published policy matrices report that the draft proposed ₹10,000 per kWh for the first 50 eligible E4Ws, capped at ₹2 lakh per vehicle. It remains a draft figure, not a verified active 2026 state subsidy.

Yes. The draft was reported to propose a 25% capital subsidy on charging equipment and machinery, capped at ₹10 lakh per station for the first 250 commercial public charging stations, plus 100% electricity-duty exemption during the proposed policy period. These provisions should not be treated as active unless separately notified.

Ministry of Heavy Industries data shows 55 OMC EV public charging stations installed over the previous five years and 46 operational as of 1 March 2026.

Buyers should rely on current central-scheme eligibility, current RTO treatment and specific government implementation orders. The 2021 Arunachal Pradesh draft should be treated as policy intent, not as proof of an available subsidy.

Compiled by the All India EV Research Desk. Arunachal Pradesh is intentionally treated differently from states with notified EV policies. Draft incentives are shown only to explain the policy proposal and are not presented as live or claimable 2026 benefits. Buyers, fleets and charging operators should verify any current state concession through the relevant Transport Department, RTO or implementing order.
