Policy overview

The Electric Vehicle Policy of Assam, 2021 was designed to accelerate battery-electric mobility through vehicle incentives, tax relief, charging infrastructure, manufacturing support and a defined five-year adoption roadmap. Assam's official Industries & Commerce portal still lists the 2021 policy and operational guidelines in August 2026.

The unusual part: Assam set a 2026 deadline, not a distant 2030-only ambition

The policy's most measurable promise was that BEVs would reach 25% of all new vehicle registrations by 2026. That gives Assam a cleaner accountability test than many state policies. Monthly penetration reached 19.6% in June 2026, up sharply from the 14.3% penetration recorded across calendar 2025, but it was still below the 25% headline target at that point.

Assam is one of India's strongest EV-penetration markets, but the adoption curve and the policy-delivery curve are not the same thing. Much of the market is being pulled by commercial economics, especially electric three-wheelers.

Why E3W matters more here than the subsidy table suggests

Assam's strongest EV segment is being driven by utilisation economics. Drivers interviewed in 2026 described the attraction in terms of fuel-cost savings and home charging rather than subsidy receipts. That distinction matters: the E3W market can keep growing even when incentive delivery is patchy because the operating-cost advantage is immediate and visible every day.

Electric four-wheelers (E4W)

Assam's state incentive on eligible four-wheelers is substantial, but the ₹15 lakh ex-factory ceiling means the scheme is targeted at relatively affordable EVs rather than the premium end of the market.

These figures are specifically the Oil Marketing Company network reported to Parliament. They should not be treated as a complete census of every private, captive or non-OMC charger in Assam.

Reading Assam as a charging operator

The state has two charging markets at once. Guwahati has enough EV density to support utilisation-led urban charging, while the rest of Assam needs corridor logic because distances are long and electric-car users need confidence beyond the capital. The policy supports privately owned, DISCOM-owned, investor-owned, charging and battery-swapping models, but the commercial opportunity now depends more on location and utilisation than simply on policy subsidy.
