
VinFast Builds Comprehensive EV Ecosystem in Tamil Nadu, Making It a Strategic Hub for Manufacturing, Distribution, Charging, and Battery Recycling
CHENNAI: Vietnamese electric vehicle manufacturer VinFast is set to significantly scale up its India operations, signing a new agreement with the Tamil Nadu government to expand its manufacturing capabilities and diversify its product portfolio beyond electric cars.
Under the fresh Memorandum of Understanding (MoU) announced on Thursday, the state will allocate around 200 hectares of land adjoining VinFast’s existing facility at the SIPCOT Industrial Park in Thoothukudi. This expansion is part of the company’s broader $2 billion investment plan for India, with the latest phase involving a $500 million commitment to establish dedicated lines for electric buses, electric scooters, and charging equipment, said Industries Minister Dr. T.R.B. Rajaa.
“This agreement strengthens Tamil Nadu’s clean-mobility mission. The government will ensure full support through the implementation process so VinFast can grow and create strong employment opportunities,” the minister said.
As part of the pact, the Tamil Nadu government will facilitate critical approvals and extend infrastructure support, including power and water supply, internal road networks, drainage systems, and waste-management infrastructure. VinFast’s investment will qualify for policy-linked incentives and tax exemptions under the state’s industrial promotion framework.
The move positions Tamil Nadu as a core pillar in VinFast’s global EV strategy. The company has been rapidly establishing an integrated EV ecosystem covering manufacturing, distribution, charging infrastructure and battery recycling. India — and Tamil Nadu in particular — is being shaped as a major export and supply-chain hub.
VinFast’s current Thoothukudi plant spans 160 hectares, equipped with globally benchmarked production lines and an initial capacity of 50,000 vehicles per year. With the new expansion, total output capacity is expected to increase to 150,000 vehicles annually.Pham Sanh Chau, CEO of Vingroup Asia and VinFast Asia, said the expansion will help the company serve a wider customer base while boosting localisation and job creation.
“Tamil Nadu will remain a strategic centre in our global expansion, supporting India’s transition to clean mobility,” he noted.
