Delhi’s EV Ambitions Stumble: A Sharp Decline Amidst Policy Uncertainty

New Delhi: In a stark contrast to the burgeoning electric vehicle (EV) market across India, Delhi has witnessed a precipitous decline in EV registrations this year. Despite the government’s extension of its EV policy until March 2025, the national capital’s EV sales have plummeted by a staggering 85%.

A Tale of Two Cities

While other major EV markets like Maharashtra and Karnataka have reported significant growth, Delhi’s trajectory has been markedly different. Maharashtra’s EV registrations increased by 3%, from 1,297 units in January to 1,344 in November. Karnataka, on the other hand, experienced an impressive 18% jump, with sales climbing from 1,121 units to 1,333 units over the same period.

Policy Uncertainty and Its Toll

Industry experts attribute this sharp decline in Delhi to a lack of clarity and unannounced halts in the government’s EV policy. The Delhi Electric Vehicle (EV) Policy 2020, which officially expired in August 2023, has been extended multiple times. While Delhi Chief Minister Atishi announced the reinstatement of subsidies and road tax exemptions for EVs purchased after January 1, 2024, buyers are still awaiting the realization of these promised benefits.

A significant setback occurred in September when the Delhi government withdrew the road tax waiver for electric cars and two-wheelers. This abrupt decision led to a surge in EV prices, severely impacting sales. In September, a mere 82 electric cars were sold in the city. The government’s failure to extend incentives for two consecutive months, September and October, further exacerbated the situation. It was only after facing criticism from the Supreme Court regarding air pollution control that the government announced the policy extension in November.

A Bleak Outlook for Electric Cars

While the policy extension has provided some relief, it has done little to boost electric car sales in Delhi. The Delhi EV policy, unlike those of many other states, does not offer monetary incentives for electric cars, limiting its impact on the market.

A Call for Clear and Consistent Policies

A sector expert, speaking on condition of anonymity, emphasized the need for clear, long-term incentives and timely implementation of promised benefits to revive Delhi’s EV market. “Delhi’s sharp decline in EV registrations can be attributed to the lack of policy consistency and the absence of meaningful incentives for electric cars. While other states like Maharashtra and Karnataka have continued to see growth, Delhi’s indecision on policy extensions and the suspension of key incentives have discouraged potential buyers,” the expert stated.

As Delhi grapples with air pollution and climate change concerns, a robust EV ecosystem is crucial. However, the current policy uncertainty and lack of substantial incentives for electric cars threaten to derail the city’s ambitious EV goals. To revitalize the market, Delhi must prioritize policy stability, offer attractive incentives, and streamline the process of availing benefits for EV buyers.
