
AP Govt Signs MoU with ThunderPlus, ETO Motors & Roqit for ₹515-Crore Multi-Modal EV Mobility and Charging Project to Boost Jobs and Accelerate Statewide EV Adoption
In a major boost to India’s clean mobility vision, the Andhra Pradesh Government has signed a landmark Memorandum of Understanding (MoU) with a three-company consortium comprising ThunderPlus, ETO Motors, and Roqit to develop one of the country’s largest and most integrated EV mobility and charging ecosystems. The agreement was formalised during the Andhra Pradesh Partnership Summit in Visakhapatnam, in collaboration with the Andhra Pradesh Economic Development Board (APEDB).
₹515-Crore Investment to Power a Statewide EV Transformation
Under the MoU, the consortium will implement a ₹515-crore Multi-Modal Electric Mobility & Charging Infrastructure Programme, expected to create over 5,000 jobs, including 1,450 direct and 3,100 indirect employment opportunities. A major highlight of the initiative is its strong focus on women-led workforce development, marking a progressive shift in India’s EV sector.
Chief Minister N. Chandrababu Naidu and Industries & Commerce Minister T. G. Bharath endorsed the partnership. The Chief Minister reviewed the consortium’s integrated mobility plan, appreciating its future-ready, globally benchmarked EV blueprint. He assured full administrative support, including fast-track approvals and time-bound implementation.
India’s First Fully Integrated Multi-Modal EV Ecosystem
The programme aims to create India’s first unified multi-modal EV mobility system, integrating:
- EV manufacturing
- City & intercity electric fleet operations
- Statewide EV charging network
- Digital single-ticketing mobility platform
This strategic combination positions Andhra Pradesh as a potential clean mobility leader on the national stage.
ThunderPlus to Lead Statewide Charging Network
ThunderPlus will build the core charging backbone of Andhra Pradesh. The plan includes:
- Urban charging hubs for feeder fleets
- Large depots for electric buses
- Park-and-charge networks across metro, residential & commercial areas
- Highway electrification network with:
- 120 kW chargers every 25 km
- 1 MW ultra-fast chargers every 100 km
- 120 kW chargers every 25 km
These highway chargers will support electric buses, trucks, and long-haul logistics. ThunderPlus has already commissioned:
- 3 MW ultra-fast charging hub in Vijayawada
- 0.5 MW hubs in Nellajarla and Visakhapatnam
The company is also advancing plans to electrify the Vizag–Chennai Industrial Corridor, one of India’s busiest freight and industrial routes.
Two Key Clusters to Kickstart Implementation
Phase 1 will roll out in:
Amaravati Capital Region Cluster
- Gannavaram Airport
- Vijayawada
- Amaravati
- Guntur
Visakhapatnam Urban Cluster
- NAD Junction
- Pendurty
- Simhachalam
- Dwarakanagar
These clusters will form the first operational multi-modal EV shuttle corridors in the state. A substantial share of the 5,000+ new jobs will be allocated to women in fleet operations, charging station management, mobility tech, customer interface, and software operations.

Roqit’s leadership highlighted that the digital single-ticketing platform will seamlessly connect all transport modes through one unified app.

Andhra Pradesh’s partnership with the ThunderPlus–ETO–Roqit consortium signals a decisive leap toward large-scale EV integration in India. Unlike conventional state-level initiatives focused only on charging stations or fleet adoption, this programme introduces a fully unified mobility, charging and digital ecosystem, setting a national precedent.
