In a landmark move to tackle vehicular emissions, Delhi Chief Minister Rekha Gupta on Tuesday announced that from November 1, 2025, only BS6-compliant, CNG, or electric commercial vehicles will be permitted entry into the national capital.

The announcement came during the launch of the Air Pollution Mitigation Plan 2025, a comprehensive initiative aimed at drastically reducing air pollution levels in Delhi.

“From November 1, any commercial vehicle entering Delhi must be either BS-VI, CNG, or electric. This is a non-negotiable step towards ensuring cleaner air for our citizens,” CM Gupta said during a press briefing.

A Vision for a Clean, Green, Healthy Delhi

Gupta emphasized that this step is part of a larger vision for a “Clean Delhi, Green Delhi, Healthy Delhi”, as the city continues to grapple with severe air quality issues.

With World Environment Day around the corner, the CM highlighted that tackling pollution is a shared responsibility. “For years, we’ve lived with the health risks of polluted air. Now we’re acting with urgency and innovation,” she stated.

Artificial Rain & Cloud Seeding on the Horizon

In a significant scientific intervention, Gupta revealed that Delhi will soon witness its first artificial rain through cloud seeding, made possible through a pilot MoU with IIT Kanpur. This is expected to be a game-changing solution during peak pollution periods.

The government also plans to collaborate with other scientific institutions to deploy innovative technologies in pollution control.

“We will sign MoUs with leading scientific organizations to implement new-age solutions like artificial rain and cloud seeding, starting with a pilot in partnership with IIT Kanpur,” Gupta said.

Stronger Measures for Dust & Emissions Control

To address dust pollution, the plan includes the mandatory installation of anti-smog guns on all high-rise commercial buildings over 3,000 sq. meters, including malls and hotels. Additionally, mist sprayers will be installed in pollution hotspot zones.

In a bid to prevent the entry of polluting, end-of-life vehicles into Delhi, the CM announced the installation of Automatic Number Plate Recognition (ANPR) cameras at all major entry points and petrol pumps.

“These ANPR cameras will help detect and stop vehicles that are beyond their life span and contributing to pollution. They will form the first digital line of defense for Delhi’s air,” she added.

Massive Urban Greening Campaign

As part of its green initiative, the Delhi government will launch a mega plantation drive titled “Ek Ped Maa Ke Naam” on June 5. The campaign targets the plantation of 70 lakh saplings across the city in 2025.

“We want Delhi’s air to be breathable and its landscape greener. Our goal is to make people want to stay in Delhi, not leave it to escape pollution,” CM Gupta asserted.

Analysis: Delhi Puts Clean Mobility Front and Center

The decision to restrict commercial vehicle entry to only BS6, CNG, or EVs is a significant policy shift that positions Delhi as a national leader in clean transportation. With subsidies already planned for EV adoption and comprehensive monitoring systems being rolled out, the city is rapidly creating a sustainable and tech-enabled framework to fight pollution.

For EV stakeholders, manufacturers, and fleet operators, this mandate signals a crucial opportunity to invest in the capital’s electrification roadmap.
