The Delhi government will invest ₹170 crore to upgrade 15 Industrial Training Institutes (ITIs) under a new Hub and Spoke model, prioritizing emerging fields such as artificial intelligence (AI), robotics, electric mobility, and green energy, Industries Minister Manjinder Singh Sirsa announced on Thursday.

According to a PTI report, the announcement was made during a regional conference of skill ministers convened in Chandigarh by the Ministry of Skill Development and Entrepreneurship (MSDE).

Roadmap for ITI modernization

Under the modernization plan, ITIs at Pusa, Shahdara, and Mangolpuri will act as hub campuses, each mentoring up to four linked “spoke” institutes on infrastructure upgrades, curriculum design, faculty training, and industry partnerships. Training modules will be updated to include AI, robotics, EV maintenance, and sustainable energy technologies.

Sirsa stated that the ₹170 crore investment will align with the Centre’s ₹60,000 crore national ITI upgradation scheme. “Prime Minister Narendra Modi’s vision for ‘Skill, Scale, Speed and Samman’ is our guiding compass. Delhi’s upgraded ITIs will prepare youth with 21st-century competencies so they graduate as job creators, not just job seekers,” he said.

Key features of the upgrade

  • Special purpose vehicles (SPVs) will pool contributions from the Centre, Delhi government, and industry partners, ensuring transparent fund utilization.
  • Smart classrooms, simulation labs, and blended-learning content will be introduced across campuses.
  • Mandatory internships and apprenticeship-linked diploma pathways will help bridge the skill gap.
  • Additionally, Delhi is building Centres of Excellence (CoEs) at ITIs in Dheerpur, Mayur Vihar, and Pusa, focusing on industrial automation, robotics, and advanced welding. Under the PM Vishwakarma Yojana, over 1,300 artisans have already received training, while Jan Shikshan Sansthan in Jahangirpuri has empowered more than 1,000 women with skill-based programs.Sirsa also announced that apprenticeship-enabled degree programmes will soon be launched at Delhi Skill and Entrepreneurship University and Delhi Technical University, expanding career pathways for students and strengthening the talent pipeline in next-generation technologies like EVs.
