Delhi and Oslo Launch ‘DOSTI’ Partnership to Boost Urban E-Mobility

Delhi Transport Minister Pankaj Kumar Singh Unveils Plan to Make City EV Capital by 2030 with Oslo ‘DOSTI’ E-Mobility Partnership

Delhi and Oslo have joined forces to accelerate electric mobility with the launch of the Delhi-Oslo Smart Transport Initiative (DOSTI). The collaboration was unveiled at the India Clean Transportation Summit (ICTS) 2025 and aims to advance clean, efficient transport solutions in both capitals.

Delhi Transport Minister Pankaj Kumar Singh announced the initiative, reaffirming the city’s goal to become India’s “EV capital” by 2030 through rapid charging infrastructure expansion. “When a friend helps another friend, that’s when friendship flourishes,” Singh remarked, emphasizing the spirit of partnership.

From Oslo, Audun Garberg, Vice Director and Head of the Climate Department, underlined the value of co-learning. “When cities cooperate, a lot happens. There is much to learn from Delhi, and this partnership will create a successful collaboration,” he said, citing Oslo’s global leadership in zero-emission transport.


Facilitated by the International Council on Clean Transportation (ICCT), the DOSTI program will share expertise:

  • Delhi will gain insights from Oslo’s robust public charging infrastructure.
  • Oslo will learn from Delhi’s rapid rollout of electric buses.
  • The partnership will also explore zero-emission construction machinery, an area where Oslo is targeting 100% municipal transition by 2025.
  • The ICTS 2025 summit, now in its third edition, is hosting over 650 delegates and 60 global experts to discuss innovations in public transport, freight electrification, and sustainable manufacturing.

This Indo-Norwegian collaboration marks another step toward building cleaner, smarter urban mobility systems.
